There is hereby established the position of city attorney. The city attorney shall render advisory opinions if a written request for such an opinion has been made by the council, or any member thereof desiring the same, setting out in ordinary clear and concise language, the question upon which the opinion is desired. The clerk shall preserve for permanent record all such written requests for written opinions and all written opinions given.
