For the purposes of sections 2-94 through 2-100 of this division, "officer" shall mean a member of any board or commission of the city which spends and administers its own funds, who is dealing with a contract made by such board or commission; or any elected city official. For the purpose of sections 2-94 through 2-100, volunteer firefighters and ambulance drivers shall not be considered officers with respect to their duties as firefighters and ambulance drivers.
