On June 20, 2022 at 10:24 a.m., Norfolk Police were called to a residence in the 100 block of North Pine for a disturbance.  Upon arrival, officers had contact with an adult female.  She was very distraught and was wearing a ripped shirt. Officers also observed a red mark on her neck and some redness on her face.  The victim stated that she had been threatened, assaulted and strangled by Nabrasnik Williams, 35, of Norfolk. A juvenile witness was also interviewed and had a similar account of the incident.  Two other juveniles were also present during the assault.  Williams was located at another residence and arrested for terroristic threats, domestic assault with priors, assault by strangulation, and three counts of child abuse.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

On June 20, 2022 at 10:12 p.m., Norfolk Police responded to a disturbance in the front parking lot of the Police Division building. When an officer arrived, he observed a male subject walking from a vehicle that was parked in a parking stall in front of the building and occupied by a lone female driver. The male walked to a pickup that was parked behind the female's vehicle and he got inside.  The officer attempted to identify the male but he was uncooperative.  Shortly after initial contact with him, he put the vehicle in reverse and started to back away from the officer.  The officer yelled for him to stop, but he continued to back up, increasing speed, and backed over a curb and onto the grass of the lawn.  He then drove onto South 7th Street and went southbound.  He was driving on the wrong side of the street and ran a red light at 7th and Norfolk Avenue.  Other patrol officers located him near 13th Street and Michigan Avenue.  They performed a traffic stop and identified him as Thomas A. Brizendine, 38, homeless.

The female in the other car stated that she knew Brizendine, and was driving home when she saw him parked near her residence.  She did not want to go home because of this and began driving to the police station.  Brizendine followed her and tried to speak to her in the parking lot.

 A check of Brizendine’s license showed that it was currently suspended.  He was taken into custody. In a subsequent search, officers recovered a machete, with a fourteen inch blade, from the vehicle.  Because of previous felony criminal convictions, Brizendine is prohibited in possessing such weapons.  He was arrested for possession of a deadly weapon by a prohibited person, obstructing a police officer, reckless driving, and driving under suspension.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
